Climate Risks in Russia: Ranking of Regions by Adaptation Needs
The consequences of climate change are associated with significant potential damage to the population and the economy. To minimize this damage, a system of adaptation measures is needed, and the measures should be ranked depending on the level of climate risks. This study assesses climate risks for the subjects of the Russian Federation taking into account climate hazard, exposure to this hazard and vulnerability to it. A rating of regions is compiled according to the level of physical risks of climate change and the need to adapt to them. The rating is presented for four key types of climate change impact: the impact of high air temperatures on the health of the urban population; the impact of droughts on agriculture; increased frequency of forest fires and melting of permafrost. The results are presented separately for the regional and federal levels and provide a basis for setting priorities for financing adaptation measures.
