This textbook is focused on interactive teaching and learning methods. The substantive center of the book is the supreme value of the Russian constitutional system and legal order — a person, his fundamental rights and freedoms. The book is aimed at acquiring by students both theoretical ideas about the system of constitutional rights and principles of their implementation, and practical skills in interpreting constitutional and legal norms using the comparative legal method and searching for adequate solutions in law enforcement. The textbook is based on a practice-oriented approach to constitutionalism; it proposes a methodology for applying constitutional norms, analyzing court decisions and doctrine, allowing to develop skills of legal analysis and critical assessment. The textbook is intended for students of legal specialization studying a cycle of constitutional and legal disciplines, as well as various specialized programs touching upon the topic of constitutional rights and/or comparative studies; it will also be useful to a wide range of readers interested in various areas of jurisprudence, as well as employees of public authorities.
