Сравнительный анализ стратегических документов зарубежных стран в обработке данных в эпоху Big Data
Data currently plays a key role in economic development, but at the same time it is the mainstay of most democratic rights and freedoms. The development of digital technologies, including Big Data, on the one hand, contributes to progress in various areas and sectors, which positively affects the standard of living, the capabilities of individuals and groups. On the other hand, big data analytics in the form of profiling, individual and group forecasting and other aspects creates new risks and threats to information security. In this regard, a prerequisite for the introduction of Big Data and at the same time the protection of human rights and freedoms is the improvement of legal regulation. In this regard, most developed countries are adopting strategies for data processing, improving legal regulation and directions of an organizational and political nature in this area. This article is aimed at reviewing the main provisions of the Big Data Strategy of individual foreign countries and developing the basis for developing a similar strategy in the Russian Federation.
