HSE Scientists Train Neural Network to 'Hear' Faults in Electric Motors
Researchers at the AI and Digital Science Institute of the HSE Faculty of Computer Science have developed a new method—the Signature-Guided Data Augmentation (SGDA) framework—that achieves 99% accuracy in motor fault detection and 86% accuracy in fault classification. The application of this approach can reduce industrial equipment repair costs, minimise downtime, and improve production safety. The study results have been published in Engineering Applications of Artificial Intelligence.

Is It Possible to Predict a Citys Life Based on the Shape of Its Neighbourhoods?
Is it possible to predict, based on the configuration of streets and buildings, where a café will open or where traffic congestion will occur? Participants in the Spatial Analysis and Modelling of Urban Processes research and study group use open data and machine learning to identify universal patterns. Alexander Sheludkov and Eduard Somov discuss the purpose of comparing cities, the need for new forms of urban statistics, and how open data is transforming approaches to urban studies.

Covariate-Balanced Weighted Stacked Difference-in-Differences
Ustyuzhanin V., / Series Econometrics "arxiv". 2026.
This paper proposes Covariate-Balanced Weighted Stacked Difference-in-Differences (CBWSDID), a design-based extension of weighted stacked DID for settings in which untreated trends may be conditionally rather than unconditionally parallel. The estimator separates within-subexperiment design adjustment from across-subexperiment aggregation: matching or weighting improves treated-control comparability within each stacked subexperiment, while the corrective stacked weights of Wing et ...

Evaluating the Effectiveness of the Basel III G-SIB Capital Buffer Regulation: Experience from the 12 Years of a Quasi-Natural Experiment
Penikas H. I., Quarterly Journal of Finance 2025
The objective of this work is to study banks’ response to the Basel III capital regulation for global systemically important banks (G-SIBs). The buffer is revised annually. We cannot apply conventional event studies and treatment effect evaluation methodology, so we modify it to account for the multiperiod treatment and the ongoing changes in the composition ...

Penikas H. I., Stefanenko V.,

Gershman M., Evseeva M., Kameneva E. et al.,
In this article, we analyze the policy of direct subsidizing of academia— industry cooperation projects in Russia. Using the difference in differences method and companies’ microdata, we assess the policy impact on the change in the revenue growth rates of 133 subsidy recipient companies in 2010—2022. It is established that subsidies have the most noticeable ...

Can the Effects of Internet Shutdowns be Estimated Separately from Their Causes? Simulation-Based Inference in the Context of Difference-in-Differences Models
Vadim Belenkov, Koncha V., Sedashov E., , in: 2024 17th International Conference on Management of Large-Scale System Development (MLSD).: IEEE, 2024. P. 1–3.
We propose a simulation-based approach based on the difference-in-differences model for estimating the causal effects of Internet shutdowns. Using synthetic data, we show that researchers can be largely agnostic about the underlying factors that led to Internet shutdowns when estimating their effects. ...

Additional Tier 1 bonds (AT1 bonds) are hybrid financial instruments issued by banks under Basel III. In case of a threat to the financial stability of an institution, these bonds can be converted into equity or written down to help the bank meet capital requirements. AT1 bonds are designed to insure a bank against a ...

Bank capital and liquidity creation: Evidence from the Russian experience
Gorodilov A., Sokolov V., Applied Econometrics 2024 Vol. 73 P. 35–58
In this paper we examine the relationship between regulatory bank capital and liquidity creation. We test the “financial fragility-crowding out hypothesis” and the “risk absorption hypothesis” on the sample of 885 Russian banks over the 2010–2019 period. Inspired by Berger and Bouwmanʼs (2009) approach, we develop a liquidity creation measure that simultaneously considers the category ...

Dzhagityan E. P., Mukhametov O.,
The objectives of economic integration require countries’ mutual efforts to implement them. In fact, the post-crisis recovery demonstrated that there is virtually no alternative to Basel III standards and recommendations to protect against external shocks and strengthen the stress resilience of banks. In the European Union (EU), the Basel III mechanism has become the basis ...

Dynamic bank capital regulation in the presence of shadow banks
Mishin A., Review of Economic Dynamics 2023 Vol. 51 P. 965–990
Regulated banks expand relative to shadow banks in recessions and when credit spreads are high, while regulated banks shrink relative to shadow banks in expansions and when credit spreads are low. Motivated by these facts, I build a quantitative general equilibrium model with endogenous risk taking to study how competitive interactions between regulated banks and ...

Do Counter-sanctions in Agriculture Promote Growth? Evidence from Russia
Kotyrlo E., Zaytsev A., Applied Economics 2024 Vol. 56 No. 56 P. 7563–7574
This study evaluates the effect of the Russian agri-food embargo introduced in 2014. The embargo was expected to boost growth in Russian agriculture due to an import substitution policy. To isolate its effect on the Russian agricultural growth rate from other factors like currency devaluation, overall economic stagnation and external financial sanctions, we used the ...

How do Investors Prefer for Banks to Transition to Basel Internal Models: Mandatorily or Voluntarily?
Penikas H. I., Surkov M., Скареднова А. Э., Quarterly Journal of Finance 2023
The recently finalised Basel Framework continues to allow banks to use internal data and models to define risk estimates and use them to compute their capital adequacy ratios. Globally, there are more than two thousand banks running Basel internal models. However, there are countries that have no such banks. They face the dilemma of which ...
