Создание федеральной территории "Сириус" в управленческой парадигме принятия решений: от появления "территории знаний" к строительству "страны умных и договороспособных людей"
In the conditions of geopolitical turbulence, preventing the drain of highly qualified specialists abroad and ensuring technological sovereignty are the priority strategic goals of Russia’s scientific and innovative development. In this regard, it is relevant to study the experience of creating the first federal territory on the basis of Sirius science city, which is considered in the framework of managerial paradigm of decision-making. The chosen theoretical and methodological approach allows us to assess the feasibility of using the institute of federal territory in relation to the innovation and technology center, in terms of certain prerequisites for creating the territory with a special status and formulating strategic goals and objectives of its establishment. The author concludes that the federal territory has public authorities, its own budget, property and built-in legal «brain drain limiter» in the form of a grant agreement will reveal the intellectual potential of the federal territory, which will become a launching pad for scaling the «Sirius» experience to other regions of the country with a developed cluster of innovation and technological organizations.
