АСЕАН и новые макрорегиональные и мини-латеральные форматы: Инициатива пояса и пути, Индо-тихоокеанские концепции, AUKUS
The chapter focuses on the challenges that the Association of Southeast Asian Nations (ASEAN) is encountering in formulating its response to the formats the Belt and Road Initiative (BRI), the Indo-Pacific Region (IPR) and the military block AUKUS established by Australia, the US and the UK. Part One reveals the specificity of global changes from an ASEAN perspective: amidst the de-facto non-existing unipolar, but not yet multipolar world, the association is facing challenges emanating from a fragmentation of the world order. Part Two explores points of convergence between the BRI, the IPR and AUKUS. In Part Three, an analysis of their possible synergy with ASEAN’s prospective plans, including from a digital perspective, is presented. The authors conclude that the projects advanced by Washington and Beijing are fundamentally incompatible and do not fully meet ASEAN’s objectives. From the latter perspective, the BRI is more promising, as its realization contributes to the infrastructure development of the ASEAN member states and eventually to making Southeast Asia a unified economic and business area. In a short-term perspective, the association will most likely be able to adapt its policy to some elements of those initiatives. However, in a long-term perspective, unless qualitative changes in ASEAN’s global role occur, the association will be unable to produce an appropriate response to the challenges similar to the BRI, the IPR and AUKUS.
