This article studies the large Scythian hillforts located in the forest-steppe, first of all the largest and best studied of them - the Bel'skoye hillfort. It is concluded that they were built and functioned under the control of the steppe Scythians and served as craft, trade and religious centres for individual Scythian tribes, while the Bel'skoye settlement was apparently a pan-Scythian centre. Most of the territory of the ancient settlement was not built up and was not occupied for most of the year, but apparently served as a camp site for the top nomadic Scythians who visited these urban centres for a certain season of the year. Similar use of "nomadic towns" is attested in other cultures as well.
