Эволюция роли медиа в доктринах информационной безопасности Российской Федерации 2000 и 2016 годов
The article reveals the actual problem of determining the media role in the strategic documents of Russian information policy. In particular, two doctrines of information security, adopted with an interval of sixteen years, are analyzed, which makes it possible to identify the evolution of the state’s understanding of the role of the media in the national security system.
The research methodology is based on a systematic approach and includes the methods of the general scientific group (analysis, synthesis, induction, deduction), as well as a number of special methods: historiographic analysis of scientific literature on the research topic; political and legal analysis of two strategic documents; comparative analysis.
As a research result, the author concluded that in the period from 2000 to 2016, there were global geopolitical shifts that led to a revision by the state of the role of the media in ensuring information security. However, in the legislation of the Russian Federation, no new definitions have appeared that are necessary for a clear information policy: there are no such significant categories as information sovereignty, criteria for its boundaries, and there are no clearly defined concepts of internal information space and convergent media, which impede a systematic policy to ensure information security at the present stage.
