Современная аналитика образования № 8(68): Паттерны поведения региональных систем общего образования в условиях непрогнозируемого кризиса на первых этапах его проявления (период «шока»)
The authors analysed the external and internal factors of the COVID-19 pandemic first outbreak (March — June 2020) and the responses of general education to those factors. It was revealed that both the combination of factors and the responses to them in different regions were different in view of the federal nature of the Russian state structure. The differences manifested themselves in the nature of local management decisions, in the reaction to the signals coming from the federal centre, and in the further behaviour of education managers and participants in educational relations. The analysis was carried out on the basis of open sources and the data from the interviews with representatives of educational authorities at the regional and municipal levels, as well as school principals.
Particular attention was paid to studying the experience of distance teaching and learning arrangement, to analysing the material, technical, personnel, informational and methodological conditions and measures taken at different levels of management to improve such conditions. The institutional behavior of regional general education systems was studied through evidence describing the change in the nature and organization of the educational process, including the period of preparation and implementation of the final state certification, as well as through the analysis of feedback received from teachers, students, parents and the administration of general education organizations as they were asked to describe their feelings, changes in motivation and nature of actions.
The material summarizes a large array of research work on the functioning of the general education system during the first stage of the COVID-19 coronavirus pandemic and may be useful for researchers, graduate students and managers who plan and implement management decisions, in situations of increased risks inclusive.
