The monograph presents the results of a study aimed to solve the problem of applying the norms of responsible states' behavior in the ICT environment and provides scientifically based recommendations on international cooperation in the safe use of information and communication technologies (ICT) in the emerging global information society.
The research seeked to promote the development of new principles and norms of international law governing the activities of states in the global information space in order to establish an international legal regime for ensuring security in the use of information and communication technologies.
The monograph shows that for the practical application of the norms of responsible behavior of states in the ICT environment, it is necessary to solve the problems of delimitation and demarcation of the areas of responsible states' behavior in the ICT environment, the implementation of norms in national legislation, as well as the development of mechanisms for the peaceful resolution of disputes arising from incidents in the ICT environment.
