The most important elements of the international information security system are the general and special norms of responsible states' behavior in the ICT environment, measures of response of states to violations of voluntary, non-binding norms of responsible states' behavior in the ICT environment, as well as the mechanism of responsibility of all participants for the activity in the ICT environment.
The chapter reveals the principles of cooperation between states to comply with the norms of responsible states' behavior in the ICT environment: the principle of good faith compliance with the norms of responsible states' behavior in the ICT environment, the response to violations of the norms of responsible states' behavior in the ICT environment and responsibility for activities that violate these principles.
