Функционирование туристских протокластеров Пермского края в условиях пандемии и санкционного давления

Abstract: COVID-19 pandemic (2020-2022) and following sanction crisis (since February 2022) provided a new background for tourism cluster activity. The background mentioned has formed a basis for new set of tourism cluster support measures. The problem mentioned tends to be actual for Perm krai, which has launched a discussion on region tourism potential support in the late of 2021.

The present paper focuses on two main tasks: tourism cluster activity analysis in the condition of pandemic and submitting some recommendation on tourism cluster development within the scope of the “new conditions”.

To solve the tasks mentioned we proposed a new system and agglomeration methodology of tourism cluster crisis activity analysis based on authors’ theoretical approach. The new methodology identified two tourism protoclusters in Perm krai, which were active since 2012 till 2021. For each of the two protoclusters we calculated some key activity indicators and took two polls in 2021 and 2022.

Comparative analysis and following systemizing of qualitative and quantitative data formed a complex description of each of the two Perm krai tourism protoclusters activity taken at different crisis stages. Drawing from this, we proposed a system of recommendations on tourism protoclusters development in the “new conditions”.
