Urban super-cluster as a novel approach to clustering in megapolises. The case of Moscow Innovation Cluster

This chapter focuses on the role of cluster initiatives – or ‘organised’ clusters – in megapolises. It challenges the existing knowledge on agglomeration economies and their relevance for urban clustering. Specifically, this chapter aims at developing a novel approach to designing and organising clusters in megapolises and proposes a framework of ‘urban super-clusters’ that allows to leverage some of the benefits of the urban settings while attenuating their negative effects, such as congestion and increased transaction costs. This framework is expected to be relevant for other megapolises, where the city leaders are rethinking cluster policy.
