The monograph of the professor of the National Research University Higher School of Economics A.Yu. Sungurov is devoted to the development of interaction in modern Russia of civil society and government, forms, practices and models of such interaction in the XXI century. It presents both the search for models of this interaction in the first decade of the new century, and the strengthening of the paternalistic model in later years, including the development of the Presidential Council for the Development of Civil Society and Human Rights and the Public Chamber of the Russian Federation. The author hopes that the book will be useful to all those scientists, students and practitioners who want to understand why it is so difficult for Russian civil society to develop, why the partner model of its interaction with the state does not take root, and what could be done for the real participation of society in making political and managerial decisions.
