Электронное правительство в России: проблема определения критериев эффективности и достижения показателей
Introduction: The system of state and municipal administration in Russia is moving towards digitalization. The provision of public (state and municipal) services is converted into electronic form, which has a number of advantages and limitations compared to traditional forms of their implementation. Without stated goals, an adequate assessment of the prospects for the development of this institution and further normative legal regulation is impossible.
The purpose of the publication is to determine the criteria for the development of the e-government and to find out objective indicators for the state policy in this area.
The research methodology is based on the application of logical, dialectical techniques and methods of scientific knowledge, comparative and legal-technical analysis of the texts of laws and other documents.
Results: The article analyzes foreign scientific literature, international ratings, Russian legislation and strategic planning documents to establish criteria for determining the stages of e-government in Russia and the effectiveness of state policy in this regulatory sphere. The study of the issue allows to argue about the absence of strategic vision for e-government in Russia, imperfect indicators of e-government programs, using preliminary indicators obtained without appropriate justification, assuming opportunities to manipulate information and inefficient spending of budget.
Conclusions: there is no holistic view of the prospects for digitalization of public administration in Russia. In view of the insufficient theoretical study of the issues of understanding “service” in public administration, attributing to the category of state and municipal services procedures having a supervisory nature, the limits of regulation of the relevant sphere are not clearly defined. Strategic planning documents and federal legislation are often accepted haphazardly, and the achievement of planned targets is subject to manipulations that do not have a factual basis. According to the author of the publication, the solution of these problems is seen in the definition of the essence of public, state and municipal services, the establishment of a clear system of normative and law-implementing regulation.
