Стратегия низкоуглеродного развития России и роль лесов в ее реализации
Научные труды Вольного экономического общества России. 2022. Т. 236. № 4. С. 399-426.
The purpose of this article is to assess forest’s role in the low-carbon
development strategy of the Russian Federation (LDS). The LDS approved
at the end of 2021 and the operational plan for implementation of the
LDS (OP LDS) prepared in February-March 2022, make a key bet on increasing
forest absorption in process of decarbonization in Russia. Our
study showed that some provisions of the OP LDS, and especially the
amendments prepared by the Ministry of Natural Resources to the Forest
Code for implementation of climate projects, significantly, by hundreds of
millions of tons of CO2 eq per year, reduce the potential of Russian forests
in the implementation of LDS.

The article analyzes the potential role of forests in achieving carbon neutrality in the Russian Federation by
2060. It is shown that the key rate in the Strategy for the Development of Russia with Low Greenhouse Gas
Emissions (LCDS) on decarbonization by increasing the net absorption by forests from forest climate projects
is insufficiently substantiated. The LCDS proposes ...

The Deep Decarbonization Pathways Project (DDPP) is a collaborative global research initiative seeking to understand how individual countries can transition, on a technological, socio-economic and policy “pathway”, to a low-carbon economy consistent with the internationally agreed goal of limiting anthropogenic warming to less than 2 degrees Celsius (2°C). Achieving this goal requires that the world ...

Understanding the connections between climate change policies and sustainable development is critically
important for the implementation of the Paris Agreement and the United Nations Sustainable Development
Goals (SDGs). Well-designed climate mitigation policy can lead to significant co-benefits for a range of
development priorities, including enhanced energy security and safety and reduced indoor air pollution;
however, if not properly managed, ...

The Deep Decarbonization Pathways Project (DDPP) is a collaborative initiative to understand and show how individual countries can transition to a low-carbon economy and how the world can meet the internationally agreed target of limiting the increase in global mean surface temperature to less than 2 degrees Celsius (°C). Achieving the 2°C limit will require ...

In Intergenerational Equity: Environmental and Cultural Concerns, the editors have produced an important, broad-based volume on intergenerational equity. The authors explore the principle of intergenerational equity in many dimensions, from the theoretical to the practical. While the primary focus is on intergenerational equity in the context of environmental resources and cultural heritage, the principle is also ...

The paper discusses existing trends and prospects for decarbonization in the Commonwealth of Independent States (the CIS), an international organization that regroups Armenia, Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Turkmenistan, and Uzbekistan. The CIS occupies a significant share of Eurasia, representing a large share of global energy consumption and production with a corresponding carbon ...

Russia is one of the largest carbon emitters in the world, possessing huge resources of both fossil fuels and zero-carbon energy sources. The Paris Agreement targets require substantial efforts to limit global warming to “well below 2 °C”. Energy-economic modeling provides sound conclusions that continuation of existing energy and climate policy will lead to stabilization ...

One of the most important key factors for the development of non-urban areas is infrastructure, and energy generation is one of the fundamental infrastructure elements. This paper provides a new solution for energy generation based on wood chips which has a multi-sector effect because the authors offer to combine planning of forest cleaning cutting with ...

The process of climate change is observed throughout the countries of Central and Eastern Europe, Caucasus and Central Asia (CEECCA); its impacts are significant. National and international projections show annual mean temperatures will rise there through the year 2050 and beyond. CEECCA will also experience changes in precipitation (less or more depending on the area, season and time horizon), more frequent and ...
