The article analyzes in detail how the Russian state was able to prove itself in the application of management decisions based on big data during the COVID-19 period. The theory of multiple political flows is used as a theoretical framework. To consider the regional level of public administration the case study method was used. A gap in the development of the digital infrastructure of the regions of Russia was revealed – a situation where only rich regions can carry out their original solutions, having the opportunity to invest in advance in the development of digital infrastructure, training and original management solutions. At the same time, an alternative to using big data-based policy is simulated digital solutions or blind copying of technological solutions of federal centers. As part of the study, it was noted that there were no original digital solutions, including those based on big data, that would be aimed at improving the public administration system.
