‘The Peak of Stupidity and ‘The Valley of Despair: HSE Economists Propose an Explanation for the Dunning–Kruger Effect
The Dunning–Kruger effect, which describes a sharp surge in self-confidence among beginners followed by an equally rapid decline as they gain experience, can be explained by the nature of the learning process and the acquisition of new knowledge. This conclusion was reached by Andrey Vorchik of the HSE Faculty of Economic Sciences together with independent researcher Murat Mamyshev. They developed a mathematical model of learning and demonstrated how subjective confidence is formed and changes as knowledge accumulates, as well as how teachers can reduce the ‘valley of despair’ experienced by learners.

The chapter explores the problem of locking the Russian economy in a trap of low growth rates. Factors contributing to the deceleration of macroeconomic dynamics are analyzed. It is stated that fiscal policy within the stagnating aggregate demand environment has been too tight in last several years. Such pattern will remain in the forecasted period till 2022, despite the announced additional spending on national projects. The paper claims that these projects have to relaunch the socio-economic development in Russia but are helpless for creating fundamentally new quality of growth. It is admitted that national projects can lead to a temporary cyclical revival of the Russian economy. Moreover, they are considered as desired measures for a large-scale new investment in infrastructure and human capital. But the efficiency of national projects depends primarily on the reconfiguration of the whole budget system at sustaining long-run growth and simultaneous creation of new stimulus for private investment in the course of structural reforms.
