The problem of optimal allocation of budgetary powers and resources between different levels of government in a federal state is becoming particularly relevant in the context of modem challenges facing Russia. On the one hand, it is necessary to preserve the unity of the economic space and ensure the achievement of national development goals. On the other hand, it is becoming increasingly obvious that there is a need to create incentives for regions and municipalities to increase the efficiency of using budget funds, develop infrastructure and improve the investment climate on the ground.
