Как обеспечить качество в государственных закупках?
The problem of the low quality of goods and services purchased for public needs has sharply exacerbated in a pandemic. Although the Russian state has successfully coped with the challenges of the pandemic, the problem of ensuring the quality of public procurement has not lost its relevance. The study systematizes the factors that negatively affect the quality of public sector procurement: the prevalence of price competition in procurement procedures, an ill-conceived import substitution policy, complication of the work processes of government customers, as well as unfair actions of participants in procurement procedures. The article reveals a dichotomy between the task of ensuring the quality of procurement and the orientation of the Russian public procurement legislation to stimulate price competition and support domestic producers.
