Evaluation of Local Leaders in China

Properly evaluating a local leader is important not only to make sure he is the right person for a particular job, but to give him the right incentives to perform that job well. This note makes suggestions for re-designing the system of evaluation of local leaders in China. We will begin in section 1 by describing local government’s main achievements in China and also their biggest failures. In section 2, we outline the existing evaluation system for local leaders. We then turn in section 3 to some general principles for redesigning the evaluation system. Finally, in section 4, we make suggestions for specific features to include in the new evaluation system.
