Реформы объединения Усть-Ордынского Бурятского автономного округа с Иркутской областью и Агинского Бурятского автономного округа с Читинской областью: мотивы и последствия
Among other federal reforms of the 2000s there were unifications of the Ust-Ordynsky Buryat autonomous area with the Irkutsk Oblast in 2007 and the Aginsky-Buryat autonomous area with the Chita Oblast in 2008. Aimed at improving the state management, federal authorities faced the resistance of local people, who wanted to safeguard their national identity provided by the control over the economic and political development. Nowadays the considered regions continue experiencing the federal reform results. Consequently, the aim of this study is to define the results of reforms in 2007 and 2008, which have place on the state and local levels in accordance with state and local authorities’ interests and motives. These reforms were considered by N. Anuchina, I. Badmaeva, B. Damdinov, A. Kinev, E. Lebedeva but there was no comprehensive analysis of reform results, which distinguishes this work from other ones. Such methods as document analysis, analysis of statistical data and comparative method were used in this study. The degree to which the policy has been implemented is defined in this work. The study issues can be used by students in the Bachelor of Education Program “Political science” and “State and municipal management” as well as members of the administration when taking decisions about the further aggregation of Russian regions.
