In post-socialist regional innovation systems, various imperfections in the institutional environment for the transfer of knowledge and technologies are observed. The interaction of science, education, government and business in different post-socialist regions occurs in different institutional settings. The paper compares the effectiveness of the main channels for the transfer of knowledge and technologies in higher education in the Krasnoyarsk krai and in the Kiev oblast. The institutional problems that prevent the formation of a triple-helix model in the regional innovation systems of these regions are identified. Possible ways of solving problems are suggested.
