The book is devoted to the study of social policy and social security in their relationship with constitutional values ​​such as the welfare state, social rights of citizens, security of society, the individual and the state. The paper presents the evolution of the social policy of the Russian Federation in the post-Soviet period, the directions and problems of the implementation of the principle of the social state, ensuring the social rights of citizens and social security at the present stage of Russian social reforms. Particular attention is paid to the main international legal documents on the protection of social rights of citizens, their implementation in Russian law. In their book, the authors draw attention to a number of "pain points" of the current state of state social policy and social security.3 The authors present a position according to which any decrease in the level of socio-economic rights of citizens should be justified, reasonably, proportionately, fairly and properly. legally secured. The book is divided into two parts. The first part is devoted to the constitutional and legal aspects of social policy, the second part - to the constitutional and legal aspects of social security.
