Перспективы и стратегические приоритеты развития технополисов на базе промышленных моногородов
In search of innovative scenarios for Russia's development, an integrated approach to the implementation of state innovation policy is seen as optimal. More importantly and specifically, the development of theoretical and applied science is the key. Theoretical refers to already established regional centers of science, whereas, applied refers to small towns and technopolises on the basis of company towns that require economic restructuring.
Since such technopolises based on company towns that are still in a socio-economic crisis after the collapse of the Soviet Union can be fundamentally new units of the spatial organization of innovation activity in Russia, the issue of adapting the mechanisms of a planned economy for such entities to the mechanisms of a modern market is particularly relevant. So this research topic integrates two global problems of modern Russia: firstly, the prospects for the development of research and innovation activities and, secondly, the problem of the socio-economic status of company towns in the country.
Therefore, for a comprehensive understanding of the possible functioning of technopolises based on company towns as new elements of innovation in Russia, it has become necessary to formulate a number of strategic priorities for their development. Thus, based on the processing of a large volume of both legislative and statistical information, the analysis of the external and internal environment of company towns was carried out. Additionally, the strengths and weaknesses typical for company towns in Russia were identified. As a result, strategic priorities for the development of technopolises based on company towns are formulated, which, taking into account the socio-economic development of specific settlements, their resource availability and the identified strategic competitive advantages, can become the basis for the development strategy of specific settlements. In addition, it was determined that in the optimal model of interaction of economic agents in technopolis based on company towns of Russia, the central place is given to the representative institution that provides communication to all participants of the innovation process.
