‘The Peak of Stupidity and ‘The Valley of Despair: HSE Economists Propose an Explanation for the Dunning–Kruger Effect
The Dunning–Kruger effect, which describes a sharp surge in self-confidence among beginners followed by an equally rapid decline as they gain experience, can be explained by the nature of the learning process and the acquisition of new knowledge. This conclusion was reached by Andrey Vorchik of the HSE Faculty of Economic Sciences together with independent researcher Murat Mamyshev. They developed a mathematical model of learning and demonstrated how subjective confidence is formed and changes as knowledge accumulates, as well as how teachers can reduce the ‘valley of despair’ experienced by learners.

The article describes the conceptual approaches to development of additional professional education in the context of the establishment of institutions of continuous education and its legal regulation in accordance with the Education Act. The idea is that Federal law-273, in fact, legitimizes at the legal level the ideology of continuous learning. The article considers the change of the format of development of additional professional education at the regional level, updating the role of institutes of education development as agents of anticipatory support of system changes in educational spheres of regions. The article also examines the topical theoretical foundations of design of educational institutions able to support implementation of additional professional education as a part of the system of continuous professional education.
