Article study issues of Russian economy government financial regulation organization. Authors perform qualitative analysis of effectiveness of national economic system government financial regulation during the period from the beginning of 1990s till present time in the context of its transformation from non-effective export-raw model to model of sustainable industrial growth and finds out problems, blocking the issue. Manuscript considers the following lines of government economic regulation: monetary and taxation policy, financial injection programs. On the basis of the research authors make the conclusion that the task solution requires changes in the approach to government financial regulation organization, and particularly, stimulation bank and government cooperation in crediting Russian manufacturing industries, which will join the benefits of both purely banking and purely state investment in the economy. Article is based on the studies of leading foreign and Russian economists in the field of government financial regulation of economic systems, while preparing the study, authors also used analytical materials, statistical data, and Internet resources.
