Historically valuable areas can be both an obstacle for and a stimulus of socio-economic growth depending on ability to use and estimate their potential. The existing practice of area development and management is focused on new construction and reconstruction. Transformation effects are assumed to mean cost benefits from the construction of new floor space in the historical environment, which has always been the riskiest type of development. At the same time, the refurbishment programs for the Russian host cities of World Cup 2018 gave a momentary and soft ‘reset’ of several historical centers without serious and time-consuming overhaul. The article estimates the effects from the juxtaposition of the impacts of traditional development and soft refurbishment strategies.
