Professor Barabov suggested to prepare professionals of special kind, who will be able to draft legislative acts and by-laws, and gave a new name to these legal rules writers, which can be transliterated from Russian as “norm-writers”. This norm-writer can be presented as Plato’s ὀνοματοθέτης (Latin nomothetēs), that is a name-giver. In terms of classical rhetoric he is a rhetor, who creates the texts of norms using the rules rhetorical art and tools of legislative drafting. The words he uses and the names (definitions) he gives influence the outcome of legal disputes and legal regulation, because if the names are given in a right way, in compliance with their essence, then the practice proceeds in a smooth way, and the things are done correctly, as Confucius instructed. The preparation of the specialists in legal rules writing requires special educational programs of multidisciplinary nature.
