Industrial innovation policy should facilitate the domestic industry formation that is typical for the developed countries and at the same time representing the peculiarities of Russian economy, ensure efficient production of goods and services by domestic producers, contribute to creating high-tech jobs and to the achievement a dominant position in the foreign markets by Russian producers. The major strand of innovation policy that aims to strengthen the competitiveness of the economy is to stimulate the creation and development of national and regional clusters
