Increase in openness of activity of public authorities, and also their submission to control to institutes of civil society is one of the directions of modernization of public government. Openness of activity of public authorities is a key indicator of its efficiency. The mechanism of disclosure of information as open data is one more step towards openness. The research of features of regulation of this institute is conducted with the purpose to designate problem zones of regulation that slow down development of the effective mechanism of ensuring openness.
