Modern market relationships are based on a full-based participation of state property or on public capital. In contrast with private capital, it may not aim at profit but at a substitution of the latter in low-profit sectors. This substitution may have a temporal (cyclic) or constant character. If a sector of public economy becomes unstimulating for private investors, in that case public capital substitutes private capital (nationalization). Once the profitability of such sector returns to average market values, the state capital gives place to private capital (privatization). Pervasion of market relationships in social sphere (education, healthcare) creates a sphere of “semi-market economy”, in which state capital takes a dominant place on a constant basis.
