Монаршая воля и собственное усмотрение губернаторов в отношениях российской империи с Казахстаном в контексте фронтирной модернизации (конец XVIII – начало XIX вв.)
Entering of Kazakhstan into the Russian Empire caused the need of making the executive system to govern new imperial subject which was submitted to authorities of Orenburg region. The process of modernization of Kazakhstan and its integration into the Russian imperial political and legal field was stimulated furing the reign of Catherine the Second, in 1760s–1770s. As central authorities didn’t have clear idea on Kazakhs and Kazakhstan, they should to rely on discretion of heads of Orenburg administration (governor generals, deputies, military governors) who acted with new imperial subjects directly and had more correct understanding of political situation in Kazakh Steppe. Information of frontier authorities was studied carefully by central ones (including emperors), but opinions, proposals and practical actions of heads of Orenburg were not always approved and supported by the Russian monarchs. Sometimes central authorities could ignore well-founded opinions of frontier ones and administratively prescribe them to realize the general imperial policy related to Kazakhs. This article is to clarify the reasons why sometime head of Orenburg administration could have wide latitude to act at their own discretion, but in other cases should completely to take down dictation of the central imperial authorities and monarchs themselves. This problem is examined within the context of transformations in frontier regions of the Russian Empire – so called process of frontier modernization.
