К вопросу о законодательном закреплении понятия «терроризм» в нормативных правовых актах и официальных документах
Introduction: Terrorism poses a serious threat to the security of society and the State. However, due to the multidimensional nature of this socially dangerous phenomenon, understanding the essence of the term «terrorism» is ambiguous and sufficiently debatable, and therefore consideration of the legal definition of the term «terrorism» contained in normative legal acts intended for the purposes of legal regulation of public relations seems relevant. Aim: the study of the content of the concept of «terrorism» contained in normative legal acts of the international and regional levels and in the legislation of the Russian Federation. Methods: Comparative legal, formal and logical methods, methods of document analysis were used in the research. Results: Based on the analysis of the provisions of legislation aimed at countering terrorism, the content of the concept of «terrorism» and related concepts contained in normative legal acts of various levels and official documents has been studied. Conclusions: At the present stage of development of legislation on countering terrorism at the international level, there is no generally accepted concept of terrorism. At the same time, an approach to terrorism as an activity involving the commission of terrorist crimes prevails. Russian legislation, along with the understanding of terrorism as a criminal activity, is characterized by the inclusion in the content of the concept of «terrorism» an indication of terrorism as an ideology.
