The work reviews international practices on openness tools and mechanisms usage in public administration. Legal, organizational and institutional issues dealing with openness infrastructure and public administration system transformation are analyzed. The core openness principles are used to describe international best practices. These are: access to information, citizens' participation, transparency and accountability of public administration as a system.
