The article analyses the impact of ideology on the establishment of the foreign policy alliances. The article uses the concept of “underbalancing”, initially developed by M. Haas, and reveals the mechanisms the ruling elite of one or another state uses to identify one or another ideology as friend or foe. The new theoretical material is used to highlight the reasons of the “underbalancing” in the Middle East politics – a phenomenon, observed by many scholars.
