Оценка производственной функции российских МСП: региональный аспект
In the context of an unstable economic situation in Russia, it becomes pertinent to identify the factors of the output of an enterprise. It is crucial to acknowledge that the estimation of the parameters of the production function (i.e. return on factors of production) for Russian enterprises depends on its region. The object of research is small and medium-sized Russian enterprises. In this paper, the parameters of the translog production function for small and medium Russian enterprises are estimated using hierarchical models. The econometric calculations were based on data from 25 thousand enterprises across 66 regions and 14 industry groups in the 2019-2020 (the sample included companies that published financial statements for 2019-2020 and regions with at least 30 companies from the sample). The findings revealed that in the first year of COVID-19 in Russia, the elasticity of output by capital did not change significantly, while the elasticity of labor increased. Hypotheses were confirmed that in Moscow and St. Petersburg, due to labor oversupply, labor elasticity of output is lower than in other regions, while in regions with high capital elasticity, labor elasticity is lower. In the eastern regions, capital output elasticity was lower in 2019-2020 due to underdeveloped transport and business infrastructure.
