Урал — Арктике: локальные факторы развития инновационного производства
The Ural region is an example of an active «grass roots» innovation search proceeding from the local needs of the areas of new development of the North and the Arctic. In particular, new types of off–road vehicles are being actively created - wheeled all-terrain vehicles with low-pressure tires. Almost a third of car manufacturers of this class are concentrated in the Urals and the Tyumen region – in Yekaterinburg, Kurgan, Surgut, Tyumen and Tobolsk. The development of innovation is facilitated by a specific local environment. The following components were of critical importance for the development of the new industry: firstly, many residents have real experience of traveling off-road while working in oil and gas production enterprises or independent trips to hunting, fishing and extreme road trips, and secondly, technical competencies are widespread: many inventions began with homemade crafts. Proximity to consumers, such as oil and gas companies, plays an important role. At the stage of production entering small–scale factory production, the importance of the cost of labor, fixed assets, etc. increases. In some cases, production changes its localization.
