The preparation of the annual analytical report by the Public Council of the Federal Service for Supervision of Natural Resources (Rosprirodnadzor) is driven by the need to enhance the transparency and comprehensibility of federal executive authorities' activities. This, in turn, directly impacts public trust in state institutions and the overall effectiveness of law enforcement in the field of environmental protection.
The first section presents an empirical study of the syntactic complexity of the agency’s official documents. Utilizing methods from computational linguistics and the “mystery shopper” approach, it analyzes the language used in responses to citizen inquiries as well as the features of Rosprirodnadzor’s regulatory legal texts. Based on this analysis, the report offers recommendations for improving clarity and accessibility.
The second section focuses on the analysis of judicial practice. Based on an examination of 772 cassation court decisions from 2024, the section systematizes key categories of legal disputes involving Rosprirodnadzor, assesses the agency’s success rate in court proceedings, and identifies systemic legal challenges in critical areas such as environmental damage compensation, the collection of payments for negative environmental impact (NEI), and the conduct of control and supervisory activities.
The third section provides a qualitative overview of Rosprirodnadzor's engagement with civil society institutions. It reviews the work of the Public and Scientific-Technical Councils, the institution of public inspectors, and examines educational initiatives, citizen outreach efforts, and the agency’s communication strategy on social media platforms.
