The report presents the results of the study of global trends in science and technology policy, specific strategies and practices of government regulation and support of this sphere, carried out by the Institute for Statistical Studies and Economics of Knowledge (ISSEK) of the National Research University Higher School of Economics in 2024.
The global trends in the science and technology policy were identified by monitoring the websites of the relevant authorities of 40 countries using iFORA big data mining intelligence system. Based on the analysis of strategic documents and quantitative indicators, the models of science and technology governance and best practices of using support measures in this sphere abroad were considered. Taking into account the studied international experience, proposals for improving Russia's science and technology policy were prepared.
