Цифровое измерение американо-китайского декаплинга: последствия для азиатско-тихоокеанской безопасности
The article analyzes implications of the US-China decoupling for Asia-Pacifi c security from the perspective of the digital component in contradictions between the US and the PRC. Having identifi ed major features of the US-China relations from the late 1970s to the mid-late 2010s, the authors characterize major reasons for the decoupling and reveal salient features of its digital dimension through the prism of the Indo-Pacifi c Framework Economic Agreement (IPEF) and the Regional Comprehensive Economic Partnership (RCEP). Seen from a digital perspective, the impact of the USChina decoupling on Asia-Pacifi c security — the US-oriented system of Pacifi c alliances (the so-called «hub-and-spoke system»), the ASEAN-centric security dialogue presented by ASEAN Regional Forum (ARF), ASEAN Defense Ministers Meeting Plus (ADMM Plus) and East Asia Summit (EAS), as well as the emerging China-oriented security and cooperation system based on the Belt and Road Initiative (BRI), is revealed. The novelty of the research is premised on its interdisciplinary and multidimensional focus, as Russian and foreign scholars are just beginning to explore the issues discussed in the chapter. The relevance and the practical signifi cance of the study stem from a pressing task to consider the impact of digital processes on regional security threats and multilateral efforts keep them manageable. The methodology of the research include the historical-genetic and the historical-comparative method, selected elements of critical discourse analysis and content analysis, the structural and the system method. The authors argue that amid the nascent geo-technological agenda of the global development and the rising techno-nationalism in the modernization programs of Asia-Pacifi c countries, their demand for a consolidating component of cooperation is increasing. This component must go beyond the digital agenda per se, as its constructive potential is downgraded by the US-China digital decoupling. At present, China offers such a component to its Asia-Pacifi c partners through the Belt and Road Initiative.
