From the beginning of economic reform in 1992, the retail trade sector was one of the most liberalized market segments in the Russian economy. However, the state was suddenly brought back in during the late 2000s. A restrictive Federal trade law passed after continuous and furious debates in December 2009. It created a new precedent of administrative regulation imposed on a highly competitive industry. Where did the demand for state regulation come from? What interest groups stood behind this new helping hand policy? Which arguments in a course of political and expert debate were used to justify the state intervention? Who has benefited from the new formal institutional arrangements? The author addresses these issues by revealing the para-political practices of formal institutional building in the trade sector, which has been largely neglected by scholarly research. This paper uses data collected from two series of in-depth interviews with key market actors and political experts in 2008-2009 together with records from the expert meetings arranged by several Federal Ministries in which the author took part. Survey data of 512 retailers and suppliers collected in five Russian urban areas in 2010 are also employed to reveal interest groups that have benefited from the new regulatory policy. In conclusion, this paper argues that public officials used a liberal rhetoric of the competition protection to develop new instruments of political and administrative control over large and medium-sized businesses, and finds that the actual results of state intervention deviate remarkably from the declared goals.

The case examines the producer–retailer relationships of the Bonduelle company in the Russian fast-moving consumer goods (FMCG) market. The Bonduelle Group is the world's leading company in vegetable processing. This case focuses on the analysis of the Bonduelle experience in category management development in the Russian market. Category management is a process of managing a category as a separate business unit to jointly create and maximize consumer value conducted by both a retail operator and a supplier. A retailer, especially a very large one, does not always have enough resources for a detailed analysis of each category. Manufacturers, in turn, have expertise in key categories for their business and always study their customers and buyers within each trade format. Sharing knowledge between a manufacturer and a retailer in category management projects makes it possible to jointly manage business processes and obtain knowledge about the customers. The development of category management practices in the foreign markets has made crucial the development of category management tools, as well as their use within the complex structure of the Russian consumer goods market. The objective of the case is to develop an approach to the Bonduelle company to implement category management in Russian FMCG retail chains on the basis of long-term relationships. The case describes the main Russian retail chains and the specifics of their interactions with producing companies in the example of Bonduelle.

This research focuses on estimating the signalling role of education on the Russian labour market. Two well-known screening hypotheses are initially considered. According to first of these, education is an ideal filter of persons with low productivity: education does not increase the productivity of a person, but it does give him the possibility to signal about his innate productivity via an educational certicate. The second of these hypotheses admits that productivity actually does increase during the period of study, but nevertheless the main objective of getting an education is to acquire a signal about one's productivity. Information theory suggests that employees use education signals during the hiring processes whereby employers screen potential employees. Employers and other categories of self-employed workers are usually not screened by the labour market via their educational attainments. Comparison of the returns to education of employees vs. self-employed workers could show the difference between the returns to signals and the returns to human capital. Yet another way to understand the signals is to consider the time dynamics of the returns to education for employees staying in the same firm. This helps us to answer the question about whether the signals are valuable only during the hiring process, or whether they remain valuable during the whole experience with the firm. This research is based on the Mincerian-type earnings functions, estimated on RLMS-HSE and NOBUS data. On the basis of the available information, we cannot say that the returns to signals and human capital differ significantly in Russia. Nevertheless we can say that, for the majority of men, the return to educational signals decreases with time spent in the same firm, while we observe the opposite for women.
