The article presents the key methodology to development of the open informational learning environment. This methodology details principles of open systems for the application area of e-learning information technologies and making of its conceptual model, which is a basis for forming of the normative-technical support consistent with international standards and specifications. The developed methods and tools for systematization of educational information resources are given as well as those of management, evaluation and monitoring of their quality. The framework of the national network infrastructure of systematization and management of information resources in the education is proposed, and the realization’s results of various components of this infrastructure are presented.
The article describes an approach to the metadata inclusion into Open XML and ODF documents. This metadata allows implement semantic indexing. The described solution is realized as a software library SemanticLib that provides a uniform access to documents in these formats.
The complex approach to the decision of a problem of systematization of information resources for education sphere is offered. The approach assumes creation of the multilevel national network infrastructure forming space for interaction of all participants of processes for creation, distribution and application of information resources. The generalized scheme of such infrastructure is developed, its structure and construction principles are defined. Models of the metadates information resources for an education sphere of Russia and open freely extended tool means supporting them are described.
The article is based upon the fact that the growing demand for master data management systems has not yet produced a commonly accepted metodology for their design and development/ The article offers two mathematical models? that allow a master data management systems designer a way to formally describe their system before development and verify the system quality by measurements? unique to master data management systems.
