Подготовка проекта закона о добровольных обществах в 1970-1980-е годы
Since the 1960s, legal literature has discussed the need to develop a new law on voluntary societies and unions, as long as the legislation of the 1930s outdated and was not applied in practice. Legal scholars proposed to issue both a single law on public organizations and separate acts on voluntary societies and creative unions. Due to the fact that the Regulation on Voluntary Societies and Unions of 1932 was not actually in effect, it was not included in the collections of the current legislation of the USSR and the RSFSR. During the preparation of the Code of Laws of the USSR, the law of the USSR «On Voluntary Societies and Unions» was set to be drafted. Since 1980, 7 drafts of the upcoming law had been submitted to the Council of Ministers of the USSR, but they had not been sent to the Supreme Soviet of the USSR. The Council of Ministers of the USSR considered the adoption of this law impractical, since the procedure for the formation of new societies had already been rectifi ed, and control over their activities was administered by party bodies.
