The new social and economic conditions of 2020 – 2022, determined regional and federal authorities' interest in clustering as an effective measure of a territory development. However effective cluster modeling within the “new conditions” needs better systematization of spatial economics theory. One of the most effective ways to solve the problem mentioned is creating a cluster theory periodization. Within the present investigation we propose a new model of periodization, based on the system and criterion approach to theoretical analysis. The approach mentioned may increase the model relevance and help to avoid some conceptual problems typical for the analogues.
