This is a book about the “how to” of one of the most important aspects of diaspora engagement — leveraging countries’ talent abroad to support development at home. The understanding that the diaspora (emigrants and their descendants who retain ties to their countries of origin or ancestry) can be a critical partner for development has emerged fairly recently, due in large part to the experience of two new global powers — China and India — whose rise to prominence owes much to the contributions of their talent abroad. In the amazingly short span of about 15 years, the importance of the diaspora to development has evolved from a novel and somewhat heretical hypothesis to conventional wisdom. Now it is commonly acknowledged that diasporas can be important, but the path of developing policies and programs to help realize the promise of diasporas has been fraught with frustration and disappointment. Diaspora contributions seem to come spontaneously rather than as a result of policy interventions; they are a matter of serendipity. By focusing on policy interventions that effectively promote diaspora contributions, the book fills an important gap in the literature.
The European focus for the development of the North-western Federal District is a natural geopolitical factor for development of the district. The European vector of development of North-western Federal District is broken down into mechanisms for strategic territorial planning and management of the regional economy. Based on data of the Strategy of Social and Economic Development oFthe North-western Federal District until 2020, the analysis of principles of managementfor the Northern Dimension macro-region was conducted, which includes both the are of the Baltic Sea and territory of cross-border cooperation.Simultaneously, the European Union has developed the approach toThe Implementation of development strategy of the Baltic Sea. For the effective development of a single macro-region there cannot be two different strategies. The purpose of this publication is to demonstrate opportunities for coordination of two strategies and plans for their implementation followed by selection in accordance with the strategic development of the macro-region of the Baltic Sea States.
The purpose of the paper is the systematization of new economic geography research, on the analysis of the agglomeration process in region. Priority of the paper is given to the influence of theoretical research. Scientific novelty of the work is to specify the theoretical and methodological foundations of the agglomeration process due to analyzing the new economic geography attitude. As agglomeration forces facilitating the concentration of economic activity is defined: internal economies of scale, the level of transportation cost, the migration of the mobile labor in response to the wage gap, the elasticity of labor supply, forward and backward linkages of different content and other factors. As important condition is considered the trade costs level between regions. This study suggests that the formation of theoretical models system explaining the agglomeration process is under intense development.
The effectiveness of monetary policy depends not only on the transfer of shock on the economy, but also on the institutional environment in which it operates. Creating the required institutional environment is an important way to increase the effectiveness of the impact of monetary policy. To solve this problem the institutional factors should be included in the macroeconomic models. This work researches the questions of the inclusion of the institutional factors in the analysis of macroeconomic models monetary policy.
We study Krugman's core–periphery (CP) model for most general cases of nonidentical regions and fully characterize instant and long-run equilibria. Assuming immobility of labor, we describe the behavior of equilibrium wages/real wages. Moreover, the relative wages/real wages of industrial workers can both increase and decrease with the population with which they are associated. Under the assumption of industrial labor mobility, possible patterns of economic evolution, as responses to trade freeness, are fully described. We show that in the case of noticeable agricultural asymmetry, all mobile labor inevitably accumulates in countries with larger agricultural populations.
In Soviet period absence of market prices led to extremely inefficient land use and spatial development of cities. Centralized planning system was not flexible and responsive to changing demand, preoccupied with minimization of construction costs and characterized by very low density of land use. In 20 years after the beginning of market economic reforms and mass privatization of real property the situation in land use and spatial development of Russian cities didn’t change much. Main reasons of this are: unclear, non-specified and often not registered property rights; quasi-monopoly of the state on urban lands; absence of clear distinction between federal, regional and municipal lands; high transaction costs and administrative barriers for developers; still very much administrative approach to planning and land use regulation, absence of real dialog with community development groups and NGOs. In this legal and institutional environment regional and/or local authorities often act in interests of big and influential investors and developers, scarifying interests of community as well as of small private owners and tenants. As a result we can see a further worsening of the urban environment, decreasing of green areas, disappearance of historical character of whole parts of city centers, sprawl developments in suburbia etc.
To measure transaction costs and administrative risks in urban development and construction, a survey of developers, builders and real estate agents was undertaken in St Petersburg and Leningrad region, the results of which are presented in the paper.
