Today Russia possesses typical "Post-Soviet" organizational culture in local governments, indicative for the Ex-soviet block countries (first of all the Central and Eastern Europe). The present stage of formation and development of local government in Russia assumes change in paradigm of preparation of municipal employees. Answering calls of modern 'knowledge economy' such tasks as training municipal employees, the organization of educational process, creating training/educational programs and courses for retraining are subject to full reconsideration. So, essentially new tasks when training municipal employees consists not only in increasing efficiency of interaction of citizens and the state representation closest to the population, but also in profoundly changing the positioning of state structures at local level. This paper is dedicated to the 'Knowledge municipal servants' development, identification of existing problems in this field, solution proposals and prospects (the Russian case as a country with typical characteristics of transition economy).
To help graduate students with academic writing, a college of education at a large university implemented a new service, Writing Support Circles. Based on the results of the first series of this service, we changed its design. The purpose of this article is to share how changes in the design affected these adult learners’ writing self-efficacy and workshop satisfaction.

Massive Open Online Courses (MOOCs) have marked a milestone in the use of technology for education. The reach, potential, and possibilities of EMOOCs are immense. But they are not only restricted to global outreach: the same technology can be used to improve teaching on campus and training inside companies and institutions.
