Development of students’ research skills is one of the priorities for the teaching process at university, as they help students gain sufficient learning results as well as professional success. The universal character of research skills makes them approachable within the framework of many subjects, including English teaching.
The up-to-date problem of improvement of the quality of higher equation is discussed in the present article. Results of the world rating of the higher-educational institutions for 2011 and 2012 as well as its Russian positions are given by the QS research agency. «Strategy-2020» is being discussed (paragraph 10. Professional education). The author of the article shares with her experience in arrangement of original student work in the form of on-line study. The article deals with the thesis «High-quality education today is deserving life in the future».
This case study has two goals: (1) to present Russia’s experience in strengthening its student assessment system, and (2) to share lessons learned for the benefit of other countries that may be interested in strengthening their own student assessment systems. The paper examines reforms to the enabling context that supports educational assessment in Russia—that is, reforms that affected the policy framework and institutions, the development of human capacity, and funding sources. It then analyzes reforms to large‐scale assessments, examinations, and classroom assessment activities; identifies the driving forces that contributed to the reforms; and extracts key lessons about strengthening an educational assessment system.
The article is devoted to the problem of introducing, changing and trajectories of further development of the higher education state standard in public and municipal governance (bachelor and 5-year specialist programs). The basic reasons for transition from 5-year program towards bachelor one have been discovered. Division of bachelor degree programs in public and municipal governance and management is argued on the basis of their competences difference. Further preserving of the state standard for the bachelor degree in public and municipal governance and unified development of the bachelor curricula in different Russian universities are not found possible. Likely trends of their divergence have been traced. The complicated way of formation of the public administration bachelor program in the Higher School of Economics has been presented as an example.
Monograph is devoted to the functional activity of the ministries of the Russian Empire on the creation of normative acts of subordinate regulatory and legislative character. In the work the traditions of the development of historical forms of regulatory rule-making are determined. The place of the ministries in the implementation of the legislative process of the Russian Empire is denoted. The problems of correlation of normative competence of the ministries and of other subjects of law-making activities of the Russian state in 19 - the beginning of 20 century, including the monarch, the State Council and the State Duma are explored.

The research is devoted to finding a solution to the problem of forming and monitoring graduates' key competences. An algorithm of conducting research is developed and described by the authors. The article describes the results of the first four stages of the study.

The attention is paid to processes and conditions of development of the professional competences within the curriculum in the field of public administration.
