The transformation of traditional childbearing patterns of early family formation to later family formation characterized recent fertility trends in Russia. These were intrinsically interwoven with fundamental changes in all aspects of life of young people in the 1990s and the 2000s. The past quarter century was also marked by concern with low fertility and attempts to increase fertility in the early 1980s and the late 2000s. The family policies of the 1980s failed to raise fertility. Preliminary analyses indicate that the fate of the 2007 policies could be similar. In both cases the main emphasis was on material birth and child benefits, parental leaves and child care. Presumably insufficient attention was devoted to improving living conditions of young people and promoting gender equality. Will government efforts to raise fertility during the 2010s be sufficiently effective to offset economic and social forces challenging childbearing? As of 2012 the outlook for a future fertility increase does not appear hopeful.

The paper considers the changes in major proximate determinants of fertility in Russia within the framework of demographic transition theory and Bongaarts approach to fertility analysis. After World War II Russian fertility became fully controlled process. The complex interplay of abortion and contraception during the Soviet period resulted in a very high abortion level. Russian government has almost never supported and promoted family planning as alternative to abortion. However couple's preferences of small offspring appeared more powerful than the will of authorities. Current trends show that albeit lack of governmental support the society itself is evolving towards more humanistic and effective birth control. Estimates made upon recent surveys' data confirm the validity of official statistics and thus the reality of favorable trend of abortion decline.

The aging of Russian population leads to inefficiency of Pay-As-You-Go system, where the benefits come solely from government taxation of current workers' wages, and seems to be one of the problems of Russian Pension System. This is the overview of Russian demographic settings compared to other countries from US CIA ranking. Long-run instruments of influencing demography in Russia are stated below.
