The Economy of Illusions: The Phenomenon of Data-inflation in the Khrushchev era

This chapter will look at three questions. The first relates to the causes of cheating as an element of the Soviet command-planning system, including its Khrushchev variant. The second deals with the campaign against cheating as a reflection of the mechanisms of political leadership characteristic of the Khrushchev period. The third looks at cheating as an adaptation mechanism put into practice by the lower links in the Soviet economic system.
